She turns advocacy into institutions
Léonie Tchatat consacre plus de trois décennies à transformer le plaidoyer en structures durables. Stratège et militante, elle arrive à Toronto comme étudiante venue du Cameroun et voit déjà ce que la province ne voit pas encore : le chômage et le sous-emploi des nouveaux arrivants francophones ne sont pas seulement leur problème, c'est une perte pour l'Ontario.
Elle fonde La Passerelle-I.D.É. en 1992. Trente ans plus tard, ce premier plaidoyer est devenu une organisation présente à Toronto et à Paris, un programme de formation en compétences culturelles reconnu comme pratique exemplaire par les gouvernements fédéral et provincial, et des milliers de nouveaux arrivants accompagnés vers l'emploi, l'école et la citoyenneté.
Sa méthode est constante : cerner ce qui doit changer, porter l'argument publiquement, puis bâtir la structure qui y répond. Elle a mené deux grandes campagnes de sensibilisation sur l'apport des immigrants francophones en Ontario, et transformé ce plaidoyer en formation, en programmes et en réponses institutionnelles plutôt que de s'arrêter à une prise de position.
Elle travaille contre le racisme systémique depuis le début de sa carrière. Ex-commissaire à la Commission ontarienne des droits de la personne, elle copréside le comité aviseur Appel à l'action contre le racisme, qu'elle fonde en 2021. La même année, elle est nommée au comité Black Mandate Funding de la Ville de Toronto, chargé de créer un cadre de financement mandaté par les communautés noires pour concrétiser l'engagement de la Ville envers la Décennie internationale des personnes d'ascendance africaine.
Cofondatrice de la conférence Résolutions : vaincre le racisme ensemble, elle intervient à l'international sur l'inclusion, la sécurité urbaine et la francophonie, notamment à la conférence de l'EFUS à Nice, qui a réuni plus de 250 villes et régions.
En 2009, elle est nommée Chevalière de l'Ordre de la Pléiade. En 2024, elle reçoit le prix RBC Black Diamond Ball ainsi que le Toronto Community Champion Award. Elle a siégé deux mandats au conseil d'administration de TFO et au comité directeur de Citoyenneté et Immigration Canada pour les communautés francophones en situation minoritaire.
Elle continue de bâtir. Ses travaux actuels comprennent L'Agapanthe, La Charité Léo et le Café du Jardin, au Canada et au Cameroun, en français et en anglais.
Léonie Tchatat has spent more than three decades turning advocacy into structures that last. A strategist and activist, she arrived in Toronto as a student from Cameroon and could already see what the province could not: that the unemployment and underemployment of French-speaking newcomers was not their problem alone, it was Ontario's loss.
She founded La Passerelle-I.D.É. in 1992. Three decades on, that first act of advocacy is an organization working from Toronto and Paris, a cultural competency training program recognized as a best practice by the federal and provincial governments, and thousands of newcomers accompanied into work, school and citizenship.
Her method has been consistent: identify what needs to change, make the public argument, then build the structure that answers it. She has led two major public awareness campaigns on the contribution of Francophone immigrants in Ontario, and turned that advocacy into training, programming and institutional responses rather than leaving it as a position paper.
She has worked against systemic racism throughout her career. A former Commissioner of the Ontario Human Rights Commission, she co-chairs the Call to Action Against Racism advisory committee, which she founded in 2021. That same year she was appointed to the City of Toronto's Black Mandate Funding Committee, charged with building a Black-mandated funding framework to deliver on the City's commitment to the International Decade for People of African Descent.
She co-founded the conference Résolutions: Overcoming Racism Together, and speaks internationally on inclusion, urban safety and the francophonie, including at the EFUS conference in Nice, which brought together more than 250 cities and regions.
In 2009 she was named Chevalière de l'Ordre de la Pléiade. In 2024 she received the RBC Black Diamond Ball award and the City of Toronto's Community Champion Award. She has served two terms on the board of TFO and sat on the Citizenship and Immigration Canada steering committee for Francophone minority communities.
